This is an opportunity to become a VSA Volunteer to share your experience, skills and knowledge to serve and build capacity in Timor-Leste by working alongside our local partner organisation to create a brighter future. For this assignment we are looking for someone with experience in fundraising and business development who understands and shares the spirit of volunteering, with a keen interest in building capability in the Pacific.
Please note for volunteers deployed overseas the VSA you by funding and organizing your flights, visas, insurances, accommodation, living allowance and utilities while you are on assignment.

For over 40 years during times of crisis, recovery and change, Oxfam has supported the people of Timor-Leste in their journey towards a more prosperous and equal Timor-Leste. Oxfam works with over 20 partners in Timor Leste to improve the well-being of rural women and men through work across three pillars: Livelihoods, Resilience and Inclusive Development.
The Assignment:
The team in Oxfam are actively seeking to diversify their funding sources to ensure sustainable support for its programs and initiatives. Oxfam's country funding strategy for the 2026/2027 Fiscal year, will focus on broadening financial support through various innovative approaches to mitigate barriers faced.
A volunteer on this assignment would play a critical role in supporting Oxfam’s funding growth and sustainability. This position would be responsible for proactively identifying, tracking, and advancing new funding opportunities while strengthening relationships with donors and facilitating the development of high-quality funding proposals that are aligned with Oxfam’s global mandate, country strategy, and program priorities.
The Country: Timor-Leste
There are 1,225,000 people living in Timor-Leste (formerly known as East Timor). Timor-Leste is one of the world's newest nations and the newest in Southeast Asia with history of colonisation and occupation.
Timor-Leste became independent in 2002, after it suffered a violent history through decades of struggle for independence from Indonesia. As a young nation, Timor-Leste is moving from a post-conflict fragile state to quickly transition as a developing resilient nation.

- Competent in using a range of tools and skills to achieve strong fundraising results consistently
- Strong relationship and stakeholder management skills ideally with institutional donors such as DFAT, MFAT and the European Union
- Excellent written and verbal communication skills
- Proven capability to mentor and coach for skills transfer
- Strong ability to identify, assess, and prioritize funding opportunities aligned to organizational strategy and programmatic strengths.

We are looking for a volunteer with:
- 12 month volunteer assignment based in Dili
- Share your Business development and funding experience
- Flights, accommodation, and living expenses funded by VSA

VSA covers flights, accommodation, insurance and some expenses. A living allowance is also provided.
